As you know France has called for this emergency meeting of the Security Council together with the United States, the United Kingdom, Japan and the Republic of Korea.
Why? Because in only a few months the North Korean threat has changed in both scope and scale, as well as in its very nature. The threat has shifted from being regional to global, from being potential to immediate, from being serious to existential.
Beyond this direct and new threat that I was referring to, what is at stake is the very future of the non-proliferation regime that we the world patiently built for the past decades and that is now under threat. That’s why weakness or ambiguity is simply not an option.
Against this backdrop, France calls for a swift, firm and united reaction of the international community and the Security Council through three key elements in particular:
number one, we call for the swift adoption of new sanctions by the Security Council;
number two, we favor the very strict implementation of existing sanctions by all relevant players;
number three, we also call for the adoption of new autonomous sanctions by the European Union.
It’s only based on this very firm position – a position of maximum pressure on the North Korean regime - that we will be able, that we can be able to change the calculus of the North Korean regime, to bring them back to the negotiating table and to open the door to a political settlement of the crisis.
So in a nutshell, this is France’s position. And as you can see, as you can tell, we are deeply committed to a settlement of the crisis.
Is there any scenario Ambassador where military action becomes a viable option to reprimand the regime?
Again, only a very firm position and maximum pressure on the North Korean regime is able to change the equation and to open the door to a political solution.
