What is at stake here is the future of the international nonproliferation regime, which is one of the backbones of the international peace and security system. Nuclear proliferation is an existential threat to all of us, that we cannot accept nor compromise with. That’s why weakness is not an option, and that’s why a strong and united reaction of the SC is so critically important.
In this respect, the resolution that we are about to adopt is a strong, comprehensive text that meets France’s objective to establish unprecedented but targeted sanctions against Pyongyang’s regime. This resolution is not the end of the road. It’s a tool, a powerful tool to force DPRK to return to the negotiating table and to reach a denuclearized peninsula.
Q : Are you worried about enforcement, what good are new sanctions if they’re not enforced ?
A : Now we have the tool — we will have the tool hopefully in a few minutes, and it will be up to all of us to make sure that we implement the resolution in a very strict way. There is no other way, again, the threat of proliferation is so existential that we cannot compromise with it, we have to be very firm and that’s clearly France’s position.
