EXPLANATION OF VOTE BY MR NICOLAS DE RIVIERE,
PERMANENT REPRESENTATIVE OF FRANCE TO THE UNITED NATIONS

Mr. President,

France is convinced of the usefulness of a unified strategy in Afghanistan. In this regard, the independent review conducted by the coordinator, Feridun Sinirlioglu, is a useful input for the discussions to be held between the stakeholders.

This is why France voted today in favor of the resolution submitted by the United Arab Emirates and Japan, whom we thank. In so doing, it recognizes the importance of further structuring the political and humanitarian coordination of the international community in Afghanistan. France will contribute to defining a roadmap for reintegrating an Afghanistan that respects its obligations within the international community.

However, we must not lose sight of the fact that the demands made of the Taliban by Resolution 2593 of the Security Council remain the unsurpassable condition for the international community to engage with them. France condemns the Taliban’s systematic targeting of Afghan women. This policy of segregation excludes them from the life of their country, hindering any prospect of reconstruction. France will remain vigilant to ensure that these five demands, particularly the one concerning respect for women’s rights, continue to guide our action. The Security Council must scrupulously ensure this, as well as the full implementation of Resolution 2593 in all its dimensions. Its credibility depends on it.
