Nicolas Guillou, French candidate to a judge’s position at the International Criminal Court [fr]

France presents the candidacy of Nicolas Guillou to a judge’s position at the International Criminal Court (ICC) for the period 2024-2033. This election will be held in New York in December 2023, at the 22nd Assembly of States Parties (ASP) to the Rome Statute.

Nicolas Guillou was chosen as France’s candidate after a transparent and demanding selection process, entrusted to the French group at the Permanent Court of Arbitration. In addition to his excellent knowledge of international jurisdictions, he has all the qualities of rigor, independence, impartiality and integrity required to serve as a judge at the International Criminal Court.

His background

Nicolas Guillou has been a national and international criminal judge since 2003. He has demonstrated his mastery of criminal matters, both procedural and substantive. He has a detailed and precise knowledge of the functioning of the ICC, in addition to a recognized expertise on the effectiveness of international criminal justice. As an independent international expert on governance issues, Mr. Guillou participated in the general audit of the ICC and actively contributed to the recommendations on the 2020 review of the Court and the Rome Statute system.

Nicolas Guillou has also been appointed scientific coordinator of the Ethica project, sponsored by the Nuremberg Academy, the Syracuse Institute and the French School of Magistrates, with the objective of preparing a compendium of the ethical obligations of international criminal judges.

He is also well versed in both legal systems, having practiced in both the Romano-Germanic and Common Law systems. He has worked as a legal advisor in embassies, which led him to handle multiple requests for international criminal assistance, extradition and transfers of detainees.

  • 8th International Criminal Justice Days organised in early February 2023 by the University of Paris II. Intervention on the current situation of the specialised chambers for Kosovo.
  • Ethica Project, February 6, 2023 in Nuremberg (organised by the École nationale de la magistrature, the International Academy of Nuremberg Principles and the Syracuse International Institute). Intervention on ethics in international criminal justice.

  • Francophone moot court competition in international criminal law organised by The Hague Academy of International Law on April 5, 2023. N. Guillou chaired the semi-finals.
  • High-level round table on "International criminal justice and vulnerable victims" on May 16, 2023 at the Ministry for Europe and Foreign Affairs in Paris, organised by the Ministry and the Institut Francophone pour la Justice et la Démocratie. N. Guillou moderated the round table.
