September: a key moment for France at the UN [fr]

September has a special dimension for France at the United Nations this year.

Indeed starting September 1, France will hold the presidency of the Security Council for the entire month.

September also marks the high-level week of the United Nations General Assembly, which brings together Heads of State and Government, as well as numerous ministers.

While the international community is confronted to unprecedented challenges, these two major segments will be an occasion for France to reassert its driving commitment towards a strong and effective multilateralism.

The Presidency of the Security Council

The presidency of the Council is held by each of the members in turn for one month, following the English alphabetical order of the Member States names.
The Presidency plays a key role in the proper functioning of the Council. It is responsible for the organization of the Council’s work:

-  It establishes the program of work for the month;
-  It prepares and chairs the meetings and ensures that the debates are properly conducted;
-  It makes public the decisions, statements and press releases of the Council.

Each presidency of the Security Council is punctuated by the calendar of regular and obligatory deadlinessuch as the renewal of peacekeeping mandates.

Briefings from the UN Secretariat and open debates also punctuate the calendar.

Throughout its Presidency of the Security Council, France will pursue an ambitious peacekeeping approach to ensure a collective response to the challenges of international peace and security.

The Presidency of the Security Council is also an opportunity to underscore priority issues for France, in particular:

-  The crisis in the Middle-East, particularly in Syria, Yemen, and Libya;
-  Peace and security in Africa with meetings on the situation in the DRC, in Somalia, Sudan and South Sudan;
-  Peacekeeping operations with the organization of an open debate on peacekeeping reform.

The High Level Week of the United Nations General Assembly

As every year, the High Level Week of the United Nations General Assembly will also be held in September. The 77th session of the General Assembly will take place from 19 to 23 September 2022.

As a highlight of the United Nations, this week is once again set in the context of the COVID-19 which had required a virtual format in 2020, and a hybrid edition in 2021. For the first time in 3 years, most of the events will be held in person, but in restricted formats to take into account the health situation.

In a post-COVID world under reconstruction, the 77th edition is labeled under the theme “A watershed moment: Transformative Solutions to Interlocking Challenges” which acts as a guiding theme for the traditional general debate.

Alongside the general debate, several major events will be organized by the United Nations, notably the Secretary-General’s Summit on Transforming Education on September 19.

In light of global crisis and challenges, France is more than ever committed to the promotion of multilateralism as the adequate answer.
